secondly, Is the Colony atąpresent adequately safeguarded

against war risks such as may be reasonably anticipated without taking an alarmist's view ? In other words, as a merely business proposition are our enormous material

that of others well competens to judge the reply to those questions is, that we ought to increase our insurance and that if it costs us a good deal in money, and in personal effort we should accept that coat, ( as every community in the world is doing at the present time) as inevitable, and as a sensible precaution in our own interests. I put this matter to you then not on the high grounds of preserv- -ing intact the Empire to which we belong (though that too merits consideration) but as a purely business question, vua.:- the vital necessity of insuring our property

adequately, against reasonable risks. I will assume that irrespective of what the Home Government may be able to do, it devolves upon us to make some personal effort and sacrifice to add to our Defence. What form should it take ?

I suggest that British subjects of British race in this

Colony between certain maximum and minimum limits of age

being of course males should by Law be compelled to

undergo such Military training as will admit of their bear- -ing arms effectively in defence of the Colony in the event

of attack, and that in such eventuality they shall be

liable to be called out for service, and be amenakle to

Military Law, under the orders of the feneral Officer

Cowmanding. The object of this Memorandum is to request

you to ascertain whether the Community of Hongkong is in

favour of such legislation.
